The trust brings the cooperativity, and that induces the publicness. The intermediation device which ensures cooperativity is community organizations. When this community organizations is open, trust and problem-solving capability are heightened.  And then, some problems are necessary for the formation of the mutual aid system. Simultaneously, pioneering concepts, self-propelled person, resource utilization, activity log and the thorough public relations are keys to community activities.
