University","bibliographic_titleLang":"en"}]}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"本研究の目的は近年の世界的な気候変動により多発する自然災害に対し，地域住民の命と暮らしを守る避難手段と避難後の生活を含めた避難所設置・運営とその訓練やマニュアル化の推進についての示唆を得ることである．台風の大規模化や線状降水帯による局地的な集中豪雨，新型コロナウイルス感染拡大というここ数年の状況から，災害発生時の避難所環境や避難のあり方は大きく変化してきた．本研究では特に近年，重要な選択肢とされている車中泊避難所の設置・運営について実証実験を行った．具体的にはまず「車中泊避難所実証実験実行委員会（以下，車中泊 LABO）」によって実施された14 回の研究会の議事録内容を分析．そこで整理された“車中泊避難所実証実験実施プロセス”における要点と考察をもとに，3 会場（のべ 5 回）の車中泊避難所実証実験を実施し，課題抽出を行った．その結果，これまで健康面のリスクから避けるべきとされた車中泊避難所が地域住民の生活スタイル多様化やプライバシー確保，分散避難推奨の観点からも支持されていると考えられた．一方で車中泊避難所設置・運営に関しては設置場所選定や一般避難所とあわせた運営管理の負担感もあり，行政が消極的であることが考えられた．今回の実証実験はこうした地域住民と行政の意識差に着目する機会であるとともに，車中泊 LABO が NPO
