本稿では,「技能」の在留資格の歴史的な変遷をみることにより,中国人の料理人たちの日本への移住がどのように進められ,また他の在留資格と比べどのような特徴があるのかを明らかにした.その結果,在留資格「技能」の歴史的な変遷からは,戦前から滞在していた料理人を追認するかのように「出入国管理令」が定められていることや,「技能」の在留資格は他の在留資格と比べ実務経験を証明することで,学歴や日本語検定がない者が取得しやすい資格となり得ていることなどが明らかとなった.実際に現在日本に入国してきている中華料理人の特徴をみてみると,1990 年代頃に中国の農村地域から日本にきているものが大半である.さらに,在留資格「技能」所持者の中華料理人の日本への移住が進められている一方,「技能」の在留資格は彼らに制約を与えている面があることも明らかとなった.\n
