It's distinctive features appeared in advanced countries as a shift in their industrial structures (development of high technology, informationalization, and prosperity of service industry) and internationalization. While the same changes appeared in japan economy, the different features appeared. The most important change of them was the ill-balanced development of regional economy. Since 1980's especially, it appeared as the too excessive concentration of economic power (the population and many economic activities) to Tokyo metropolitan area. In consequence, it appeared new-phase urban problems ("Tokyo-Problem"), while too excessive population decrease and the collapse of local community ("Caso" problem) in local area. Then, which way of regional (development) policy was made by both of central and local government against those problems in 1980's? One theme of this paper is to trace some regional policies in 1980's (that is, the projects for the reorganization in Tokyo Metropolitan Area, the regional development project for the high-technology Industrial City, the regional development policy for resort in local area, and so on), and to criticize the effects of those development policies.
