In connection with it the new Bank of Japan Law started in April 1998. The government has controled and regulated all aspects of business and management of financial institutions. It has distorted the Japanese market mechanism, has weakend the competitivenes of financial institutions, and has also injured the interests of depositors and investors. The aim of the Big Bang is to increase the interests of depositors and investors and to strengthened the competitiveness of financial institutions by introduction of free, fair and global market mechanism. In concerning it the goverment and the central bank have different role respectively. The government, which is out side of the market, aimes to make the rules of the market and to watch unfair business, but should not intervene the transactions of the market.
