Most people were inspired by a sense of euphoria, victory, and a belief that the transition to a market economy and democratic society would be simple and short. But ten years of experience demonstrated that the transition is complex and long. A lot of people have suffered from harsh realities of upheavals and stresses. The paper firstly reviews the transition strategy advised by IMF and the World Bank to the USSR and the central-eastern European countries. Secondly the paper examines the causes and results of Russian financial crisis in August 1998, as a typical example of failure in IMF-Bank supported transition strategy.
