As a case, a Japanese NGO with local NGO partners in South India was chosen, whose activities the author was entrusted to evaluate. The main strategy of these NGOs was to form and strengthen self-help groups （SHGs） in poor rural areas, with the aim of regenerating rural communities by encouraging communal activities. Most members of the SHGs, however, were engaged in individual income generating projects utilizing micro-credits. While such activities had many advantages, the NGO was worried that they were not helpful in community regeneration.
